The Republic of Bulgaria, being an EU Member has adopted and ratified all EU Directives concerning the Dangerous Waste Management. This presents some serious requirements and responsibilities to the holders and producers of hazardous waste.
The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal is the main corrective of the dangerous waste management on the international level. It was signed on March 22, 1989 in Basel, Switzerlandand was ratified by Bulgaria by a law adopted by the 37th National Assembly on May 16, 1996.
According to the convention “waste” are substances or objects that are disposedof, or are designated to be, or have to be disposed of according to the National Legislation, harmonized with the International Law.
The Parties to the Convention acknowledge thegrowing threat to human health and the Environment posed by the increased generation and transboundary movement of hazardous wastes and other wastes.
The Parties to the Convention are convinced that States should take necessary measures to ensure that the management of hazardous waste and other waste including itstransboundary movement and disposal is consistent with the protection of human health and the environment whatever the place of disposal.
The states should ensure that producers transport and dispose of the waste in an ecologic way, whatever the place of disposal.
The Law on Waste Management regulates the waste management control on the national level.
